Yes, it generates output, but not by itself... it just query the polygen.org. 
A php porting of polygen would be useful, this may be not.

From class description: 
"This class can be used to generate random phrases based on a grammar using Polygen Web services API." 
 
So it is a wrapper of polygen website, so you can generate phrases from php pages. (using main site service)
